What is a BOC-3?
A BOC-3, or blanket of coverage, gives motor carriers, freight forwarders, or brokers a legal presence within any state where they do business. The FMCSA BOC-3 form designates a process agent that can act on behalf of the applicant (the carrier) within the states where agency designations are required.
In order to activate your MC number, a BOC-3 must be filed with the FMCSA in order to designate a processing agent to serve as a legal presence in any state where you do business.
